Now, Bangalore varsity Registrars lash out at Vice-Chancellor

Prabhu Dev accused of nepotism and misusing university funds

Bangalore: The ugly spat between Bangalore University Vice-Chancellor N. Prabhu Dev and the two officials — Registrar M.G. Krishnan and Registrar (Evaluation) V.G. Talwar — has reached the Raj Bhavan with the two officials accusing the Vice-Chancellor of financial irregularities and running the varsity in an “undemocratic” manner.
In a memorandum submitted to Governor H.R. Bhardwaj, and also the Ministry for Higher Education, the Registrars accused the Vice-Chancellor of splurging public funds to fund his lavish lifestyle, nepotism in appointment of an unstatutory “core committee” and misusing his offices.

They told presspersons on Thursday that they had sought immediate action against the Vice-Chancellor.

The press conference follows two orders issued by the Vice-Chancellor, one that created a 10-member committee for exam-related decisions and the other that transfers powers to Deputy Registrars in case the Registrar “fails to obey”. Both orders effectively undermine the roles of the Registrar and Registrar (Evaluation), they claimed.

Disclosing details of alleged financial irregularities, the officials presented bills of expenses incurred by Dr. Prabhu Dev during his 14-month tenure that included a breakfast bill worth Rs. 11,000 and a dinner bill amounting to Rs. 27,000.

“Four files with the records of his (Dr. Prabhu Dev) expenses have disappeared mysteriously from our cabin. These files pertained to two bills amounting to Rs. 2.84 lakh and Rs. 1 lakh of the Vice-Chancellor's daily expenses,” Prof. Talwar alleged

Further, the Registrars accused the Vice-Chancellor of nepotism, and said that though he resides on the Jnana Bharati campus, he was trying to run a “parallel administration” at the Central College campus.

Issuing two tender notices in a regional daily (under the name of the Registrar) for OMR sheets for examinations, controversies surrounding outsourcing of examination-related work to private agencies and interference in running of departments at Bangalore University, were some of the allegations made jointly by Prof. Talwar and Prof Krishnan.

In the past, Dr. Prabhu Dev and Mr. Krishnan have locked horns over minor “administrative” issues.

The Registrar has taken exception to the fact that Dr. Prabhu Dev had all too often exercised Section 15 (1) of the Karnataka State Universities Act that can only be used during emergencies.

Dr. Prabhu Dev has accused Prof. Krishnan of deliberately delaying official processes and files related to “major reforms”.
Refuses to comment
Dr. Prabhu Dev refused to comment on the issue.

“It is frivolous on their part and below my dignity to comment on such baseless allegations. When they have nothing to say, they have chosen to simply create unnecessary rumours. I do not wish to engage with them on these matters,” Dr. Prabhu Dev told The Hindu.
