Counseling for admissions to Post-Graduate Medical,Dental and Engineering courses - Guidance to Candidates
Selection of a seat by a candidate and admission thereafter at the COMEDK Centralized Counseling shall comprise of the following stages:
- Verification of the Original documents and Demand Draft
- Registration of the candidates
- Exercising the option by candidates which involves selection of seats in accordance with the order of merit.
- Remittance of Fees in the form of Demand Draft
- Issue of Allotment letters
First Round of seat selection: The candidates will be allowed to exercise their option and select a seat strictly in the order of merit. A day is divided into six sessions and the first session begins at 8:00AM. The candidate will be allowed to participate in accordance with the notified time schedule and as per the stipulated rank ranges only, as per the schedule under Appendix I. The candidates are required to get the documents verified and later to register themselves only after Biometric, Signature and Photo Identification.
Biometric verification, photo verification and signature verification will be made and therefore the
candidate is required to be present compulsorily for seat selection process. Only one person (parent, guardian or spouse) can accompany the candidate for the entire counseling process.
Note: Use of Cell Phone / Laptops is strictly prohibited inside the Counseling Venue.
The entire seat selection process in the COMEDK is controlled by a computer system right from the stage of registration till the stage of printing of Allotment letter. The highly sophisticated software used in the system has the ability to control the initial registration, provide data for
verification of the original documents and to take care of the selection of the seats by the candidates in the order of merit, payment of fees and finally printing of
Provisional / Confirmed Allotment letter. A merit list is generated for each of the session once the candidate comes to the seat selection by registering and verifying the documents, order of merit cannot be changed as it is computerized. A candidate who has the better rank gets the opportunity to select a seat. A dynamic screen will show course-wise and college-wise availability of seats, which helps the candidates to make up their mind in advance. The moment the option is exercised, the computer will show one seat less against the course/college from which the candidate has selected the seat. The candidate needs to submit all the original documents then he / she will be given a
confirmed letter of offer for the particular college/course along with the details of payment to be made by the candidate. The candidate then will go to the bank counter & deposit the same along with the
Demand Draft for prescribed annual tuition fee. After this the candidate will be given a
Confirmed Allotment Letter that he / she have to submit to the college allotted at the time of admission. If the candidate fails to submit the Original documents instead submits the acknowledgement received from any other organization where he/she is allotted a seat, will be given a
provisional letter of offer for the particular college/course along with the details of payment to be made by the candidate. The candidate then will go to the bank counter & deposit the same along with the
Demand Draft for prescribed annual tuition fee. After this the candidate will be given a
Provisional Allotment Letter with an indication that it is not valid for admission. If such a candidate does not submit all the original documents along with the
Provisional Allotment Letter and gets the
Confirmed Allotment Letter on or before
Date, he / she is deemed to have forfeited the selected seat and the vacant seat will be offered in Final Round of counseling as per merit.
The Provisional and Confirmed Allotment letter has built in security features and cannot be duplicated. No duplicate Allotment letter will be issued for any reason. If it is found that the allotment letter issued to the candidate is tampered, the COMEDK reserves the right to cancel such allotment and with hold the fee paid.
No candidate will be allowed to change the seat once selected during this round. Candidates are cautioned here that they have to be very careful during this process, as the computerized system cannot be reversed especially if the rank below him has already exercised his choice of seat selection.
Final Round of seat selection: The seat selection process will be held as per the dates and time given in Appendix II. After the completion of the first round seat selection, unfilled, surrendered, forfeited, cancelled and newly added seats, if any, will be offered in Final round.
- All candidates who have selected a seat and obtained Confirmed allotment letters in respect of the seat selected in the first round whether reported to the college or not, will be eligible to participate in the Final round along with candidates who have not selected any seat.
- If the seats are remaining vacant under minority quota the first session of the final round of counseling would be for candidates belonging to Religious (Christian) / Linguistic (Tulu / Telugu) minorities of Karnataka only. If Minority seats of Father Muller are still vacant then the Christians of other states would be counseled before it is moved to general merit category.
- Seats, if any, remaining vacant under minority quota will be moved to General Merit category. General Merit candidates are counseled as per schedule.
- Candidates who have not attended the 1st round of counseling are also eligible to participate in the Final round to choose the seats available at that stage.
- During the Final round of counseling, there is no provision to issue any provisional allotment. Only the candidates who appear with the original documents and who are willing to submit them at the time of allotment will be counseled during the Final round.
Grounds of Reject
- If on verification the documents are not found to be in order or on falsification of documents or the expert committee is not convinced about the genuineness of the documents submitted at the verification counter such of the candidate will be rejected.
- If there is a mismatch of photo, finger impression and signature of the candidate or if there is a reasonable doubt by the expert committee that there is malified intent of impersonation, such of the candidate/s will be debarred and criminal proceedings may be initiated. The decision of the expert committee will be final in this regard.
- Candidate must be physically present and no proxy registration is possible (Medical certificates / affidavits will not be accepted for the same).
LATECOMER POLICY
Candidate who fails to report in time at the venue as per their date and time of the schedule will be considered as a latecomer, he / she will be counseled only in the next session and is eligible to be counseled as the first candidate of that session and only be entitled for seat selection amongst the seats available at that point of counseling.
REFUND AND FORFEITURE OF FEE
- Only the candidate can surrender the seat in person at the Counseling venue / COMEDK Office (no surrender will be accepted through Phone, FAX, E-Mail or Post)
- If any candidate is permitted to change the college or course during the Final round of counseling, it will not result in any loss of fee but will be adjusted with necessary refund by crossed A/c payee cheque in the name of the candidate only or collection (DD in favour of COMEDK payable at Bangalore) of difference of fee as applicable to the course or college.
- Any candidate who surrenders his provisional allotment /confirmed allotment on or before Date (one day prior to the commencement of final round of counseling) will be refunded the fee paid after deducting Rs.1,000/- being administrative expenses. Remaining amount will be refunded as crossed A/c payee cheque to the candidate.
- Any candidate who fails to surrender the seat on or before Date without converting the provisional allotment into the confirmed allotment will forfeit not only the allotted seat but also will be liable to pay a penalty of Rs.50,000/- in the fee that is already paid. Refund of the remaining amount will be made available by crossed A/c payee cheque in the name of the candidate.
The higher penalty has been decided by the COMEDK advisory committee in order to prevent candidates holding on to their allotted seats / misuse of such seats / blocking the merit seats. This is only to facilitate the merited students, the decision of higher penalty of Rs. 50,000 / - has been enforced. However such seats would be deemed to be forfeited and would be added for final round of counseling.
LEGAL JURISDICTION
Any dispute that may arise in respect of the seat selection process and admission is subject to the jurisdiction of the Hon’ble High Court of Karnataka and consumer court of Bangalore. The issue of Allotment letter by the COMEDK is provisional which is to enable the candidate to join the concerned college, subject to his meeting all the eligibility requirement as prescribed by MCI / DCI as well as the concerned University in Karnataka. Hence at the college level all the original documents are once again verified before acceptance, including biometric, photo and signature verification.
